- Alcohol will become easier to find in Saudi Arabia. This is marked by Saudi Arabia which is preparing to open the first alcohol shop in Riyadh specifically for non-Muslim diplomats.
According to Reuters, the new shop will be located in the Riyadh Diplomatic Area, namely the area where embassies and diplomats live. In the future, this shop will be strictly restricted to non-Muslims.
Despite this, King Salman's kingdom still imposes a number of conditions to be able to obtain alcohol in his country. Anything?
According to a document, customers who wish to obtain alcohol must register via a mobile app, obtain a permit code from the foreign ministry, and adhere to a monthly quota for alcohol purchases.
The Center for International Communications (CIC) said that the new regulations were introduced to prevent illicit trade in alcoholic goods and products received by diplomatic missions. Previously, alcohol was only available through diplomatic mail or on the black market.
"This new process will continue to provide and ensure that all non-Muslim embassy diplomats have access to these products within a certain quota," said CIC in a statement, quoted Thursday (25/1/2024).
However, it is currently unclear whether other non-Muslim expatriates will also have access to the store.
It is known that Saudi Arabia has strict laws that prohibit the consumption of alcohol in its territory. Anyone who consumes alcohol can be punished with hundreds of lashes, deportation, fines or imprisonment. In fact, expatriates can also be threatened with deportation. As part of the reforms, caning has been largely replaced by prison sentences.
The move is a milestone for Saudi Arabia in opening up the ultra-conservative Muslim country to tourism and business. This is also part of Saudi Vision 2030 to build an economy beyond oil.
Meanwhile, Saudi Vision 2030 also includes the development of local industry and logistics centers and aims to add hundreds of thousands of jobs for Saudi citizens.

Melansir dari Reuters, toko baru tersebut akan terletak di Kawasan Diplomatik Riyadh, yakni lingkungan tempat tinggal kedutaan dan diplomat. Nantinya, toko ini akan dibatasi secara ketat untuk non-Muslim.
Meskipun demikian, Kerajaan Raja Salman tetap memberlakukan sejumlah syarat untuk bisa memperoleh alkohol di negaranya. Apa saja?
Menurut sebuah dokumen, pelanggan yang ingin mendapatkan alkohol harus mendaftar melalui aplikasi seluler, mendapatkan kode izin dari kementerian luar negeri, dan mematuhi kuota bulanan pembelian alkohol.
Pusat Komunikasi Internasional (CIC) mengatakan bahwa peraturan baru tersebut diberlakukan untuk mencegah perdagangan gelap barang dan produk beralkohol yang diterima oleh misi diplomatik. Sebelumnya, alkohol hanya tersedia melalui surat diplomatik atau di pasar gelap.
"Proses baru ini akan terus memberikan dan memastikan bahwa semua diplomat kedutaan non-Muslim memiliki akses terhadap produk-produk ini dalam kuota tertentu," kata CIC melalui pernyataan, dikutip Kamis (25/1/2024).
Namun, hingga saat ini masih belum jelas apakah ekspatriat non-Muslim lainnya juga akan memiliki akses ke toko tersebut.
Diketahui, Arab Saudi memiliki undang-undang (UU) ketat yang melarang konsumsi alkohol di wilayahnya. Siapapun yang mengonsumsi alkohol dapat dihukum dengan ratusan cambukan, deportasi, denda, atau penjara. Bahkan, ekspatriat juga bisa terancam dideportasi. Sebagai bagian dari reformasi, hukuman cambuk telah banyak digantikan dengan hukuman penjara.
Langkah ini merupakan tonggak sejarah bagi Arab Saudi dalam membuka negara Muslim ultra-konservatif untuk pariwisata dan bisnis. Hal ini juga merupakan bagian Visi Saudi 2030 untuk membangun perekonomian di luar minyak.
Adapun, Visi Saudi 2030 juga mencakup pengembangan industri lokal dan pusat logistik serta bertujuan untuk menambah ratusan ribu lapangan kerja bagi warga negara Saudi.
