TRIPOLI - Flash floods have killed around 20,000 people in the eastern Libyan city of Derna. The flood swept away entire neighborhoods with their inhabitants and washed many people into the sea. As a result, more than 10,000 people are missing and have not been found.
1. Triggered by Hurricane Daniel

After battering other Mediterranean countries, the powerful Hurricane Daniel swept through Libya at the weekend, dumping record-high rainfall as it made landfall.
Rain from the storm filled the normally dry riverbeds, or wadis, in the hills south of Derna. The pressure was too great for the two dams built to protect the city from flooding. They collapsed, releasing a torrent that flowed through the city.
The head of the World Meteorological Organization (WMO) said on Thursday that the loss of life could have been avoided if the divided country, devastated by 12 years of conflict and chaos, had a functioning weather service to issue warnings.
In a research paper published last year, hydrologist Abdelwanees A. R. Ashoor of Libya's Omar Al-Mukhtar University said repeated flooding of seasonal riverbeds, or wadis, was a threat to Derna. He cited five floods since 1942, and called for urgent action to ensure regular maintenance of the dam.
2. Half of Derna City Destroyed

Most of the city – some officials say a quarter or more – has been wiped out. At least 30,000 people have been displaced.
The worst affected areas are along the riverbanks that cut through the city center. The embankment with the entire neighborhood above it was destroyed or washed away. Infrastructure including the city's bridges has been destroyed.
The floodwaters uprooted trees and destroyed hundreds of cars, many of which overturned or had their roofs upturned. Reuters journalists saw one vehicle stuck on the balcony of the second floor of a building. Most of the city was covered in mud.
