Head of the Traffic Corps (Kakorlantas) Inspector General Firman Shantyabudi said the reduction of Motorized Vehicle Transfer Fees (BBNKB) and the elimination of progressive taxes would make it easier for the community. 

This was confirmed by Firman Shantyabudi at the Samsat 2023 National Coordination Meeting (Rakornas) which was held in Bandung, West Java. 

"Reducing the burden from BBNKB II and even eliminating it up to progressive taxes. This is making it easier for the community," said Firman as quoted on YouTube NTMC Polri which was uploaded on Tuesday (14/3/2023). 

With the elimination of the BBNKB burden and progressive taxes, according to him, people no longer need to hesitate to return the name of motorized vehicles. 

"So people don't have to hesitate, every time they move, they return their names, report it. After all, the cost is zero," he said. 

Previously reported, the government since 2022 has proposed the matter of abolishing progressive taxes and BBNKB II in order to encourage public compliance in paying vehicle taxes, as well as increase Local Own Revenue. 

Main Director of Jasa Raharja Rivan A. Purwantono previously said that the Ministry of Home Affairs (Kemendagri) had asked the Regional Government to abolish the Progressive Tax and Transfer Fee of Motorized Vehicles on Used Vehicles (BBNKB II). 

According to Rivan, this is a form of relaxation from the stages of implementing Law (UU) 22 of 2009 concerning Road Traffic and Transportation, especially Article 74 regarding the deletion of vehicle data that are in arrears of tax for 2 years. 

Rivan said the National Samsat Development Team, consisting of the National Police Corps, Jasa Raharja and the Ministry of Home Affairs, had reviewed the elimination of Progressive Taxes and BBNKB II. 

With this policy, it is hoped that the public will be more motivated to immediately take care of the administration of their vehicles and pay taxes. 

"Thus, it automatically also contributes to state protection through Jasa Raharja, because there is a Road Traffic Accident Fund Compulsory Contribution (SWDKLLJ) there," said Rivan in a written statement on August 23, 2022. 

According to him, many vehicle owners do not want to transfer the name of the used vehicle they bought because there is BBNKB II that must be paid. This causes the local government to lose potential revenue from motor vehicle taxes. 

"The policy of abolishing the progressive BBN 2 tax was carried out to make it easier to transfer the name of the second ownership which is also of course so that the public is more orderly in the administration of motorized vehicles," he said. 


Bea Balik Nama Kendaraan Dikurangi dan Pajak Progresif Dihapus, Kakorlantas: Ini Mudahkan Masyarakat

Kepala Korps Lalu Lintas (Kakorlantas) Irjen Firman Shantyabudi mengatakan adanya pengurangan Bea Balik Nama Kendaraan Bermotor (BBNKB) serta penghapusan pajak progresif akan mempermudah masyarakat.

Hal ini ditegaskan Firman Shantyabudi dalam Rapat Koordinasi Nasional (Rakornas) Samsat 2023 yang digelar di Bandung, Jawa Barat.

"Pengurangan beban dari BBNKB II bahkan penghapusan sampai ke pajak progresif. Ini adalah memudahkan masyarakat," ujar Firman seperti dikutip dalam YouTube NTMC Polri yang diunggah pada Selasa (14/3/2023).

Dengan adanya penghapusan beban BBNKB dan pajak progresif, menurutnya, masyarakat tidak perlu lagi ragu untuk balik nama kendaraan bermotor.

"Jadi masyarakat tidak perlu ragu-ragu, setiap pindah, balik nama, lapor. Toh nol biayanya," katanya.

Diberitakan sebelumnya, pemerintah sejak 2022 telah mengusulkan soal penghapusan pajak progresif dan BBNKB II agar mendorong kepatuhan masyarakat dalam membayar pajak kendaraan, serta meningkatkan Pendapatan Asli Daerah.

Direktur Utama Jasa Raharja Rivan A. Purwantono sebelumnya menyampaikan bahwa Kementerian Dalam Negeri (Kemendagri) telah meminta kepada Pemda untuk menghapus Pajak Progresif dan Bea Balik Nama Kendaraan Bermotor Atas Kendaraan Bekas (BBNKB II).

Menurut Rivan, hal itu merupakan salah satu bentuk relaksasi dari tahapan implementasi Undang-Undang (UU) 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, terutama Pasal 74 terkait penghapusan data kendaraan yang menunggak pajak 2 tahun.

Rivan mengatakan, Tim Pembina Samsat Nasional yang terdiri dari Korlantas Polri, Jasa Raharja dan Kemendagri, telah mengkaji penghapusan Pajak Progresif dan BBNKB II.

Dengan adanya kebijakan ini, masyarakat diharapkan akan lebih tergugah untuk segera mengurus administrasi kendaraannya dan membayar pajak.

“Dengan demikian, otomatis juga ikut andil dalam perlindungan negara melalui Jasa Raharja, karena di situ ada Sumbangan Wajib Dana Kecelakaan Lalu Lintas Jalan (SWDKLLJ),” kata Rivan dalam keterangan tertulisnya pada 23 Agustus 2022.

Menurutnya, banyak pemilik kendaraan yang tidak mau melakukan balik nama atas kendaraan bekas yang dibelinya karena ada BBNKB II yang harus dibayarkan. Hal ini membuat Pemda juga menjadi kehilangan potensi penerimaan dari pajak kendaraan bermotor.

“Kebijakan penghapusan pajak progresif BBN 2, dilakukan untuk mempermudah balik nama atas kepemilikan kedua yang juga tentu supaya masyarakat lebih tertib administrasi kendaraan bermotor,” katanya.
