Husein Ali Rafsanjani (27), one of the state civil servants (ASN) of the Pangandaran Regency Government, West Java, met with the Pangandaran Regent, Jeje Wiradinata, at the regent's official residence, in Pangandaran Regency, Thursday (11/5/2023). 

The meeting was to discuss Husein's statement that he claimed to be intimated and threatened because he had reported allegations of extortion during basic training (Latsar) for prospective civil servants (CPNS) in 2020. 

The threat made the young teacher withdraw his report and choose to resign. 

Husein and Jeje's meeting was held behind closed doors for one hour. As a result, Husein remains an ASN. 

"I still want to be a teacher," Husein said after meeting the regent, Thursday afternoon. 

Husein had received an offer from West Java Governor Ridwan Kamil to teach at a high school. 

Husein was also asked by the Regent Jeje to continue teaching in Pangandaran. 

For him, both offers were good and in accordance with his desire to become a teacher. 

"Everything is considered. Both are good choices, to remain a teacher. To be a teacher forever," said Husein. 

Head of BKPSDM deactivated
After meeting Husein, Regent Jeje said that he had temporarily suspended the Head of the Pangandaran Personnel and Human Resources Development Agency (BKPSDM), Dani Hamdani. 

After clarification from a number of parties, Jeje concluded that there were indications of intimidation being carried out against Husein. 

Husein was summoned by BPKSDM Pangandaran. He was interrogated by 12 employees for six hours regarding reports of alleged extortion. 

According to Jeje, being summoned and put on trial for six hours was part of the intimidation. 

The deactivation of the Head of BKPSDM is also in line with the recommendations made by West Java Governor Ridwan Kamil. 

How about extortion? 
Regarding the alleged extortion, Jeje said it was still vague. He needed time to clarify the allegations. 

However, Jeje ensured that the alleged extortion was not carried out by BKPSDM officials or local government officials. 

As a result of clarification to related parties, Jeje received a report about an agreement between Latsar CPNS participants. 

To investigate this allegation, Jeje has formed a special team with the deputy regent coordinator, regional secretary, and Pangandaran regional assistant. 

The team was given until Tuesday next week to make a decision. 

Previously reported, Husein's video went viral on social media. In the video, Husein admits to being intimidated and threatened because he reported allegations of extortion at the Pangandaran Regency Government CPNS Latsar. 

Husein confessed twice in court. In fact, the school where he taught was visited by BKPSDM employees. 

Due to the intimidation, Husein withdrew his report and tendered his resignation. 

Husein also moved from Pangandaran to the city of Bandung, West Java. 

Meanwhile, the Head of the BKPSDM of the Pangandaran Regency Government, Dani Hamdani, denied the existence of extortion at the time of Latsar CPNS. 

Dani explained, during Latsar, his party did not budget for CPNS transportation to locations in Bandung because the administrative education center (Pusdikmin) would hold Latsar online. 

The Pangandaran Regency Government at that time also refocused the budget for handling Covid. So that the transportation budget is postponed. 

Dani said that his party had explained to the participants that Latsar was only online. However, on his way there was a classical or face-to-face meeting. 

After that, the Pangandaran Regency Government asked the participants to negotiate to discuss the cost of the Latsar. The negotiations did not involve BKPSDM. 

Regarding Husein's summons, Dani explained, this was because there was a report to Kemenpan-RB. 

Not only Husein was summoned, but also the force coordinator during Latsar. 

Dani also denied that he was intimidating Husein. BKPSDM only conveys rules regarding the discipline of civil servants. 


Hasil Pertemuan dengan Bupati Pangandaran, Husein Tetap Jadi Guru ASN, Kepala BKPSDM Dinonaktifkan

Husein Ali Rafsanjani (27), salah satu aparatur sipil negara (ASN) Pemerintah Kabupaten Pangandaran, Jawa Barat, bertemu dengan Bupati Pangandaran, Jeje Wiradinata, di rumah dinas bupati, di Kabupaten Pangandaran, Kamis (11/5/2023).

Pertemuan itu untuk membahas terkait pernyataan Husein yang mengaku diintimasi dan diancam karena telah melaporkan dugaan pungutan liar (pungli) saat pelatihan dasar (Latsar) calon pegawai negeri sipil (CPNS) tahun 2020.

Ancaman itu membuat guru muda tersebut mencabut laporannya dan memilih untuk mengundurkan diri.

Pertemuan Husein dan Jeje digelar secara tertutup selama satu jam. Hasilnya, Husein tetap menjadi ASN.

"Saya tetap mau jadi guru," ujar Husein usai bertemu bupati, Kamis sore.

Husein sempat mendapat tawaran dari Gubernur Jawa Barat Ridwan Kamil untuk mengajar di SMA.

Husein juga diminta oleh Bupati Jeje untuk tetap mengajar di Pangandaran.

Baginya, kedua tawaran itu baik dan sesuai dengan keinginannya untuk menjadi seorang pengajar.

"Semuanya dipertimbangkan. Dua-duanya pilihan baik, tetap jadi guru. Selamanya jadi guru," ujar Husein.

Kepala BKPSDM dinonaktiifkan
Usai bertemu Husein, Bupati Jeje mengatakan bahwa dia telah menonaktifkan sementara Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Pangandaran, Dani Hamdani.

Usai klarifikasi sejumlah pihak, Jeje menyimpulkan ada indikasi intimidasi yang dilakukan terhadap Husein.

Husein sempat dipanggil BPKSDM Pangandaran. Dia diinterogasi oleh 12 pegawai selama enam jam terkait laporan dugaan pungli.

Menurut Jeje, dipanggil dan disidang selama enam jam, merupakan bagian dari intimidasi.

Penonaktifan Kepala BKPSDM juga sejalan dengan rekomendasi yang disampaikan Gubernur Jawa Barat Ridwan Kamil.

Bagaimana dengan pungli?
Terkait dugaan pungli, Jeje menyebut hal itu masih sumir. Dia butuh waktu untuk mengklarifikasi dugaan tersebut.

Namun, Jeje memastikan bahwa dugaan pungli tidak dilakukan aparat BKPSDM atau aparat pemda.

Hasil klarifikasi kepada pihak terkait, Jeje mendapat laporan tentang terjadinya kesepakatan di antara peserta Latsar CPNS.

Untuk menesuri dugaan itu, Jeje sudah membentuk tim khusus dengan dengan koordinator wakil bupati, sekretaris daerah, dan asisten daerah Pangandaran.

Tim diberi waktu sampai Selasa pekan depan untuk membuat keputusan.

Sebelumnya diberitakan, video Husein viral di media sosial. Di video itu, Husein mengaku dintimidasi dan diancam karena melaporkan dugaan pungli saat Latsar CPNS Pemkab Pangandaran.

Husein mengaku dua kali disidang. Bahkan, sekolah tempat dia mengajar didatangi pegawai BKPSDM.

Karena intimidasi itu, Husein mencabut laporannya dan mengajukan pengunduran diri.

Husein juga pindah dari Pangandaran ke Kota Bandung, Jawa Barat. 

Sementara, Kepala BKPSDM Pemkab Pangandaran, Dani Hamdani, membantah adanya pungli saat Latsar CPNS.

Dani menjelaskan, saat Latsar, pihaknya tidak menganggarkan transportasi CPNS ke lokasi di Bandung karena pusat pendidikan administrasi (Pusdikmin) akan menggelar Latsar secara daring.

Pemkab Pangandaran saat itu juga melakukan refocusing anggaran untuk penanganan Covid. Sehingga anggaran transportasi dipending.

Dani menyebut, pihaknya sudah menjelaskan kepada para peserta bahwa Latsar hanya daring. Namun, dalam perjalanannya ternyata ada klasikal atau pertemuan tatap muka.

Setelah itu, Pemkab Pangandaran meminta para peserta untuk berunding guna membahas biaya Latsar. Perundingan tidak melibatkan BKPSDM.

Ihwal pemanggilan Husein, Dani menjelaskan, hal itu karena ada pelaporan ke Kemenpan-RB.

Yang dipanggil bukan hanya Husein, tapi juga koordinator angkatan saat Latsar.

Dani juga membantah pihaknya mengintimidasi Husein. BKPSDM hanya menyampaikan aturan tentang disiplin pegawai negeri sipil.
